Dan is the Managing Director of Vanguard Europe, a mission-driven consultancy in Brussels focused on AI, emerging technologies, and defense, and the EU Director of the Transatlantic Policy Network. During the 2019-2024 legislature, Dan (co-)led the technical negotiations for the EU Artificial Intelligence Act and covered digital regulation, security and defense, and the transatlantic partnership as Head of Cabinet for a Member of the European Parliament.
He also worked as a State Counselor for the Romanian Prime Minister with a mandate on e-governance, digitalization, and cybersecurity; at the World Security Institute (the Global Zero nuclear disarmament initiative); at the Brookings Institution Center of Executive Education; at the ABC News Political Unit; and as a research assistant for Profs. Kenneth Waltz and Robert Jervis in the Arnold A. Saltzman Institute of War and Peace at Columbia. Dan is a graduate of the George Washington University (MA) and Columbia University in the City of New York (BA).
