Zoe Stanley-Lockman works in the Innovation Directorate of the NATO Defence Industry, Innovation and Armaments Division, where she spurs rapid adoption of technologies in defence and innovation cooperation with Ukraine.
Zoe Stanley-Lockman works in the Innovation Directorate of the NATO Defence Industry, Innovation and Armaments Division, where she spurs rapid adoption of technologies in defence and innovation cooperation with Ukraine. She has held a range of innovation-related functions at NATO Headquarters since 2021, including launching NATO’s responsible artificial intelligence (AI) efforts and helping establish the Defence Innovation Accelerator for the North Atlantic (DIANA).
Prior to taking up duties at NATO, Zoe worked as a military innovation analyst at the S. Rajaratnam School of International Studies in Singapore and the EU Institute for Security Studies in Paris and Brussels. Her research interests are in the areas of defence innovation, emerging technologies, defence industries, and military capability development. She holds a Master’s in International Security and Defence Economics from Sciences Po Paris and a Bachelor’s degree from Johns Hopkins University.
